21 | 村庄规划 城乡统筹背景下的乡村基本公共服务设施配置研究* Research on the Configuration of Basic Public Service Facilities in Rural Areas In the Background of Urban-rural Integration 栾 峰 陈 洁 臧 珊 王雯赟　 　　 文章编号1673-8985（2014）03-0021-07 中图分类号TU981 文献标识码B 摘 要 快速的经济发展和城镇化进程，以及国家层面积极推动的城乡统筹发展战略，推动了政府财力支持下的乡村基本公共服务设施的快 速发展进程，为改善农村地区总体上严重落后的公共服务水平提供了重要契机。然而时代的发展，也同样推动了农村地区基本公共服 务设施需求的演变。为此，主要从基本概念、乡村基本公共服务设施内容及功能类型、层级体系等方面进行归纳并剖析主要演变趋势 和影响因素，并在此基础上着重从村庄基本公共服务设施布局的层面结合案例进行探讨，提出了选址优先考虑覆盖性的基础上还应 充分考虑市场化导向，以及设施建设布局方面的适当集中化和综合化的方向建议。 Abstract Owing to the rapid economic development and urbanization process as well as national strategy of Urban-rural Integration, basic public service facilities which are supported by government finance, have made a great progress. To be specific, it provides an important opportunity for greatly improving the lagging-behind public services. However, new times have also urged the evolution of basic public services in rural areas. Therefore, the paper tries to summarize and analyze the main evolutional trends and influencing factors of basic public service facilities in rural areas based on their basic concept, function, type and hierarchy system, etc. Besides, it emphatically discusses combining cases on the village level. When it comes to selecting the location of public service facilities, coverage should be given the priority and then market-oriented issue should also be put into consideration.
