摘要:
大城市郊区小城镇由于其独特的区位条件在城乡统筹发展中起着重要作用，通过分析天津市郊
区小城镇发展的“三区联动”模式，认为其核心在于通过城镇发展要素的集中建设联动推进城
镇化、工业化和农业现代化，即通过“三化”并举统筹破解“三农”问题。而要想实现该模式
的成功推广则需要规划先行、产业集聚、土地流转以及制度创新作为保障机制。

Abstract: Due to the unique geographic conditions, the small towns of metropolitan suburban play an
important role in the integrated urban and rural development. Based on the analysis of development model
of the small towns of Tianjin suburban, this paper holds that the core is to put community, industrial park
and agricultural park in connection with each other in order to promote the integrated development of
