Ecological compensation is based on the conservation and sustainable use of ecosystem services for the purpose， give priority to with economic means to regulate its stakeholders relations system arrangement. In view of the existing problems， the Shuhe river basin ecological compensation should strengthen the market compensation and reduce the government in the ecological compensation proportion， the government compensation system should strengthen the consciousness of innovation and market compensation system gradually mature， ecological compensation system to be perfect， form a complete set of relevant legal system to improve the system of ecological compensation.
