丨2015年第6期 生态环境大数据建设的思考 * 程春明，李蔚 ，宋旭 (环境保护部信息中心，北京 100029) 摘 要 我国生态环境大数据建设前景广阔，挑战重重，在数据共享、数据开放、应用创新、技术落地等方面 存在不同程度的困难。本文通过分析大数据的发展和特征，阐释了生态环境大数据建设的重要性和紧迫性， 梳理了开展生态环境大数据建设的难点及其产生原因，提出了当前形势下开展生态环境大数据建设的思路 和建议，包括树立全局性的生态环境大数据发展观，推动环保业务全流程数据管理，形成生态环境大数据 的数据体系，以大数据为核心构建环境管理新业态、以创新精神做好大数据应用等。 关键词 环境治理；大数据；生态环境；数据共享；数据开放 中图分类号：X32 文献标识码：A 文章编号：1674-6252（2015）06-0009-05 Thinking on the Big Data Construction for Ecological Environment * Cheng Chunming, Li Wei , Song Xu （Information Center, Ministry of Environmental Proctection, Beijing 100029） Abstract: Big data construction for ecological environment in China have a bright prospect, but also facing with tough challenges. There are different diffi culties existing in data sharing, data opening, application innovations and technology implementation, et al. Through analyzing the basic feature of big data, this paper clarifi ed the importance and urgency of big data construction for ecological environment, sorted out its implementation diffi culties and reasons. Then the ideas and suggestions for how to develop ecological environment big data constructionunder the current situation were proposed. Including setting up an overall outlook on development for ecological environment big data, promoting whole process data management in environmental business, form-ing data system, and building the new normal of environmental management on the core of big data, promoting the big data application in the spirit of innovation.
