纽约市建筑能耗对标政策研究及启示

摘要 建筑能耗对标是推进建筑节能市场化的基础，美国是建筑能耗对标体系较完善的
国家，学习借鉴美国的经验可以更好地推进我国的能耗对标工作。从约束对象、细则说明、奖
惩措施和结果反馈等方面对纽约的建筑能耗对标政策体系进行了解读与分析，在借鉴纽约市
先进做法的基础上对我国下一步推进建筑能耗对标工作提出了建议。
