分层级、分阶段构建上海地区康复医疗服务体系 　　摘 要 康复医学引入我国已40余年，为大量残障患者提供了康复医疗服务，但现康复医疗服务体系还需进一步完善。在新的形势下，康复医学的发展需优化布局和结构，统筹区域内康复医疗资源，逐步构建分层级、分阶段的康复医疗服务体系。上海地区作为改革、发展的前哨阵地，需大力推动医疗体制改革，而发展和完善康复医疗服务体系就是其中重要的组成部分。上海地区在“十二五”期间推行了一系列创新措施来构建三级康复医疗服务网络，并取得了良好的效果。 　　关键词 康复医学 体系建设 学科建设 　　中图分类号：R197.1 文献标识码：C 文章编号：1006-1533（2017）13-0003-06 　　Construction of the rehabilitation medical service system in Shanghai by differentiating levels and phases* 　　WU Yi1**， YANG Peijun2， ZHENG Jiejiao3， JIANG Congyu1， ZHOU Zhe4（1. However， the existing rehabilitation system still needs to be further improved. In the new situation， it is necessary to optimize the layout and structure， coordinate the regional rehabilitation of medical resources and gradually build a multi-leveled and multi-phased rehabilitation service system for the development of rehabilitation medicine. It is also needed to vigorously promote health care reform for Shanghai area， the first station of reform and development， in which the development and improvement of rehabilitation medicine are one of the important parts.
