出版社 经管分社 现代商务英语 第15章 招标与投标 (Tendering) 招标与投标是一种贸易方式的两个方面，是有组织地在特定地点按一定的条件进行交易的一种竞争方式。在国际上招标与投标多用于国际承包工程，政府机构或大企业营建工程项目、购买成套设备、大宗商品等。招标与投标业务的基本程序可分为： 招标(inviting tenders)、 投标(entering/submitting tenders)、 开标(opening tenders)、 评标决标(evaluating tenders)、 中标签约(winning tenders)等几个阶段。 Tendering is a form of trade and is mostly used both in international contracted project and the government’s or big enterprise’s construction project and in purchasing goods, materials, machinery, equipment, etc. It is certain that competitive tendering will grow rapidly in China in the coming years for reasons of: China’s fast growing economy, China’s cuts on import tax, and China’s efforts in fighting corruption. The Chinese government sees the value of tendering as one of the major ways for better allocation of resources and for a cleaner government. Tendering is classified into two categories: open tendering and selective tendering. 15.1 Introduction to Tendering Open tendering indicates that a tenderer, in the form of tender notice, invites unspecified legal persons or other organizations to tender. Selective tendering means that a tenderer, in the form of invitation to tender, invites specified legal persons or other organizations to tender. The general procedure of tender business is as follows: （1）Inviting tenders 1）Choose a tendering agency and entrust it to undertake tendering work A tendering agency shall satisfy the following conditions: ①Having a place of business and the necessary financial resources for the business as a tendering agent; ②Having relevant professional capacity for compiling tender documents and organizing bid evaluation; ③Having a pool of experts in technology, economics and other fields. 2）Compile the tender documents In accordance with the characteristics and requirements of the project, the tender documents shall include such substantive requirements and terms as the tec
