Supervisors of town appearance believe that they are the ‘Rat’ in the guerrilla campaign. And they are the troublesome and focal point in urban management for local governments as well. Local governments seek different management models across the country, and citizens and scholars discuss this topic heatedly. Mobile hawkers cannot be eliminated, or else it does not match the routine of city development. They should not be banned completely, or else a harmonious society cannot be realized in the manner of ‘People-Oriented’. Domestic or foreign mobile hawkers have both strong and weak points, but any of the models needs to be improved. This article is attempts to seek a long-term effective management model in the way of divided governance and cooperation, the multiple cooperation of good-governance theory is the analytic tool, discussing the topic both subjectively and objectively, and then offers some suggestions and proposals for some hot issues in Governance and Cooperation.
