银行系统论文：对我国金融监管的几点思考.doc

内容摘要 加入世贸组织后，我国在更大的范围和程度上参与经济全球化的进程。在整个经济中处于核心地位的金融业也进一步融入国际金融体系中，这就产生了新的更大的风险。因此，金融监管当局必须加快对金融监管理论和实践的探索，提高监管能力，避免发生大的金融危机给国家造成重大损失。 本文阐述了作者对我国金融监管的几点认识。文章第一部分阐述了在我国加入世界贸易组织对外开放程度加深和在经济转型时期的大环境下，金融监管在我国的必要性。第二部分论述了我国金融监管的现状和问题。如：混业经营对金融监管的挑战；金融创新加大了监管的难度；内部控制机制不完善；信息不对称；缺乏有效的市场约束；金融立法滞后等。第三部分则针对第二部分提出的问题给出了解决办法来完善金融监管体系，提高金融监管效率。如：制定稳定的宏观经济政策；顺应混业经营的潮流；完善内部控制；加强信息披露；建立健全金融立法等。第四部分重点阐述了完善金融监管体系，提高金融监管效率的最有效的方法——中央银行与监管机构的协调合作机制。通过借鉴经济发达国家先进方法与经验来完善我国的金融监管。文章最后高度概括了完善金融监管体系，提高金融监管效率的六种方法。 关键词： 金融监管 协调合作 混业经营 金融创新 Abstract After entering the WTO, our country takes part into the process of economic globalization in a larger range and extent.Financial industry which playing an important role in economic system merges into international system, which brought new risk.Therefore, as to avoid heavy losses result from serious financial crisis, the department of financial supervision should according to the national financial regulations, lows and policies to carry out supervision. The thesis elaborates the author’s consideration about our country’s financial supervision. In the first part, the author introduced the necessity of financial supervision in our country in the macroscopic environment of that our country entering Woof that improving reform and opening up, of that the moment of changing economic style.In the second part of thesis ,the state and problems which existing in nowadays from various angels such s as comprehensive management, financial innovation ,inner control ,information release ,market restrain as well as financial supervision legislation.The settlements, which aimed at the states and problems in the second part, are put forward in the next part.
