本科生毕业论文题 目：武汉市住房公积金管理问题研究学 号 U200816654姓 名 张萌 专 业 公共事业管理 指 导 教 师 严丹屏 副教授 院（系、所） 公共管理学院华中科技大学公共管理学院制摘 要为了解决我国住房的问题，我国住房公积金制度被实施，从我国在1988年2月份发布《关于在全国城镇分期分批推行住房制度改革的实施方案》之后，通过借鉴新加坡中央公积金制度成功经验的基础上，上海市在1991年率先推出了住房公积金制度，并且将其逐步推广至全国。随着多年的发展，我国住房公积金的各种业务都在快速发展，并且归集额以及缴存额度都有很大的提高，其维护了职工合法权益，也使城镇居民构建住房保障能力方面的作用也逐步显现出来。随着发展，住房公积金的实施，对住房制度的改革，完善了住房供应体系，对职工住房条件有明显的锅盖上，为构建和谐社会也起到了十分重要的作用。虽然我国住房公积金事业在发展的过程中取得了十分显著的成绩，也有很多的优点，不过这其中也存在很多的不足之处，存在地区之间发展不平衡、管理不规范以及相关制度执行不够严格等方面的问题。尤其是随着经济的发展，传统的管理模式受到了挑战，其已经无法适应当前的经济发展，这也使住房公积金管理方面也遇到了十分严重的问题，管理难度也越来越大，并且风险也在逐渐增加，因此其在发展的过程中面临严峻挑战。 本文通过对武汉市住房公积金管理问题进行研究，针对当前社会的发展情况以及武汉市的实际情况，为改善武汉市无房公积金管理现状提出了相应的对策，希望可以对武汉市住房公积金管理现状有所改进。关键字： 武汉；住房公积金；管理；对策 AbstractIn order to solve our housing problems, housing provident fund system of China was implemented, since China published the implementation plan on the national urban housing system reform in batches in 1988 February, the foundation of drawing lessons from the experience of Singapores central provident fund system successfully, the city of Shanghai in 1991 launched the first of housing provident fund system, and it will be gradually extended to the whole country.
