Keyword： grassland ecological civilization; strategic thinking; construction measures; Received： 2017-07-22 我国是草原大国, 有近4亿公顷的草原, 分布在内蒙古、青海、新疆和西藏等省 (区) , 草原面积占国土面积的比重约为42%, 从世界范围来看, 我国的草原面积仅次于澳大利亚, 位居世界第二位。草原是我
