摘要 近年来，三农问题成为中国社会各界越来越关注的领域。三农问题解决的 好坏直接关系到农民的切身利益，解决好三农问题，对推进城乡一体化，实现 整个郊区乃至社会经济全面健康协调发展具有重大意义。本文通过调查研究的 方法，剖析了松江农业、农村、农民三农问题的现状和特点，并从国外农民转 型的启示中，寻找到解决松江三农问题的途径和措施，来加快城乡一体化建设。 以户籍制度、土地制度、社会保障制度的改革为突破口，推进农民市民化:以 制定城市与产业发展规划、加快城乡交通纽带建设、深化行政管理体制改革等 产业发展为支撑，推进农村城市化:以都市农业为目标，推进农业现代化。从 形态上展示现代都市农业的形象和风貌、从结构上显示现代农业的高效性和可 持续性、从功能上突出生产、生态、生活和服务的四大功能，从增长方式上强 调生态增值、科技增值、加工增值，使农业与二三产业互动发展，也使农业与 生产、生态、生活融为一体。本研究所提出的政策建议和实施方案，可为政府 机构作为决策的参考依据。 关键词:三农问题 城乡一体化 松江 探索 Abstract Alltheseyears,theThreeFarmingIssueshavegainedmoreandmoreconcernsfrom variousfieldsthroughoutChinesecommunity.Thepeasantsownbenefitsaredirectly determinedbywhethertheThreeFarmingIssuescanbehandledproperly.Tosolvethe ThreeFarmingIssuesboastsgreatsignificancetopromotetheintegrationofurban andruralareasandrealizetheblueprintofhealthilyandharmoniouslydeveloping theholisticeconomyoneveryaspectinthewholeurbanareaoreventhewholesociety. Throughthemethodsofinvestigationandstudy,thispaperanalyzesthepresent situationandfeaturesoftheThreeFarmingIssuesthatisAgriculture,Countryand PeasantsofSongjiangDistrict.Furthermore,inspiredbythesuccessfulpeasants transferabroad,IfindthewaysandmeasureswhichcanbetakentosolvetheThree FarmingIssuesofSongjiangDistricttospeeduptheconstructionoftheintegration ofurbanandruralareas.Residenceregistrationsystem,landsystemandsocial insurancesystemcanbereformedasthebreakthroughpointtoimprovetheurbanization ofthepeasants;theprocessoftheurbanizationofthecountrycanbesupportedby theseindustrialdevelopmentssuchasthedevelopmentlayoutthecityandindustries, thespeed-upconstructionoftrafficsystemsbetweencityandcountryandthe deepening reform of administration management system. Themodernization of agricultureshouldbepromotedaccordingtothepurposeofurbanagriculture.The styleandfeaturesofmodernurbanagricultureshouldbecarriedoutinconformation; itshighefficiencyandsustainablefeaturecanbeperformed
