中文摘要 中文摘要 新农村建设是一项复杂而系统的社会建设工程，这项工程的建设涉及农村社 会的各个方面的问题，必须构建正确合理的政策体系，统揽社会主义新农村建设 的全局。因此梳理新农村建设面临的困境，评估目前新农村建设的有关政策，进 而纠正政策偏差，完善新农村建设的政策体系。这是本文的初衷。 本文回顾了我国农村改革和新农村建设的发展进程。农村的改革为新农村建 设提供了基础，社会发展到了城市支援农村工业反哺农业的阶段。论文进而阐述 了社会主义新农村建设含义、目标等等。文中的重点是剖析了我国新农村建设中 的困境以及政策体系的构建问题，其中借鉴了韩国的新村建设中的经验。全文主 要就目前新农村建设中存在的困境进行分析，试图探讨新农村建设过程中的政策 体系构建问题，提出一些政策构想。 关键词：新农村建设 政策困境 政策体系 I 新农村建设的困境与政策体系构建研究 Abstract Constuction of the new rural is an complicated and systemic social construction project. This construction project is related to all respects of the rural society, so the correct and rational policy system should be built and the overall situation of the new rural construction of socialism should be controlled. Therefor to outline the problems we face, assess the related policies, correct the erroneous policy and improve the policy system of new rural construction is what this essay about. This essay reviews the rural reform and development process of new rural construction of our country. The reform in the rural offers the foundation for the new rural construction. The society has developed into the stage that the city supports the rural areas and the agriculture feeds back the industry. Then I explain the concept and goal of the socialist new rural. The essay focuses on analysis of problems in our countrys new rural construction and policy system. I reference the experience in the residential district construction of South Korea. I expect to explore the problems in political system during the new rural construction reform attempting to provide some ideas for improvements. Key words ：constuction of the new rural , the difficult
