海南生态文化和生态省能力建设研讨.pdf

内容 摘 要 海南是中国唯一的热带海岛，拥有独特的自然资源和人文资源。 从1999年提出建设生态省至今，海南为全国省域可持续发展的实施探 索了一条新路。论文在系统分析生态省建设的时代背景、理论基础以 及生态省建设进展的基础上，探讨了海南生态省建设所面临的管理协 调机构不完善、综合决策和考评机制缺乏、经济滞后及可持续发展各 项能力失衡等问题及其形成原因，从生态文化建设角度探讨了海南生 态省能力建设途径。 论文系统分析了海南传统文化的优势和缺失，探讨了生态文化内 涵，并从体制文化、认知文化、物态文化和心态文化四方面探讨了生 态省文化建设的目标、行动框架及战略。重点研究了生态省的管理体 制、推进机制、人力资源、科技、公众参与、法规政策和合作交流等 能力建设途径。 论文首次从生态文化角度探讨生态省建设的瓶颈问题及解决途 径，以期为海南生态省建设的决策、规划和管理从认识论、方法论和 技术三个层面提供指导和依据。 关键词: 生态省，生态文化， 能力建设，海南省 Abstract Hainan,theonlytropicalislandofChina,enjoysuniquenaturalandhuman resources.SinceHainanecologicalprovinceplanningwasadoptedby HainanProvincialPeoplesCongressin 1999,ecologicalprovince constructionhasbecomenewdevelopmentstrategytowardsustainable developmentoverthenation,whichwasadopted妙 sevenprovincesin Chinaatpresent.Inthispaper,weanalyzedtheproblemsinthecourseof constructionofecologicalprovinceofHainanandthecorresponding reasonsbasedonthesystematicsummarizedthebackground,the theoreticalbasisandtheprogressofecologicalprovinceconstruction.The studysuggestedthattheproblemssuchasimperfectorganizationin coordination and management,the absence of comprehensive decision-makingandevaluationmechanism,theunbalanceofvarious capacitiesinsustainabledevelopmentarethemainchallengesforHainan towardecologicalprovince.Thestudyalsorevealedthatecologicalculture buildingwastheessentialandbasisinecologicalprovinceconstructionof Hainan Inthepaper,itwasanalyzedsystematicallytheadvantagesand disadvantagesofthetraditionalcultureofHainan,theconnotationofthe ecologicalculture,andtheobjectives,actionframeandstrategy.The researchsuggestedthatecologicalcultui℃consistedoffouraspects,i.e., systemculture,cognitiveculture,physicalcultureandpsychological culture.Basedonrelationofecologicalculturetocapacitybuilding,the researchpaidaspecialattentiontotheapproachesinthecapacitiesbuilding includingmanagementsystem,promotionmechanism,humanresources, sci
