文章编号：1672-5328 （2014）03-0015-08 中图分类号：TU984.191 文献标识码：A DOI: 10.13813/ 11-5141/u.2014.0303 面向新型城镇化的长江流域城际客运体系战略面向新型城镇化的长江流域城际客运体系战略苏腾，李晗 (中国城市规划设计研究院，北京100037) 摘要：城际客运体系的构建是长江流域城市实现工业化和新型城镇化的重要前提。首先对发达国家三类城际客运体系结构模式和中国客运体系结构发展历程进行了总结，并基于新型城镇化要求与基本国情，提出长江流域应构建可持续发展、多层级协调的新型城际客运体系，以高速铁路与航空为双核驱动，以普通铁路与公路为基础。然后分析了高速铁路在产业和人口转移方面的巨大引领作用，并指出航空运输对于全球化时代城市群形态的构建、内部产业分工协作不可或缺，同时阐明了长江流域对高速铁路及航空运输的强劲需求。最后提出城际客运交通与城市之间，以及各城际客运交通方式相互之间应加强联系、无缝衔接。关键词：交通规划；城际客运体系；新型城镇化；长江流域；高速铁路；航空运输 New Urbanization Development Strategies for Intercity Passenger Transportation System in the Yangtze River Valley Su Teng, Zhou Le (China Academy of Urban Planning ＆Design, Beijing 100037, China) Abstract : The development of intercity passenger transportation system is important for cities located in the Yangtze River Valley to achieve industrialization and new urbanization. This paper first summarizes the three intercity passenger transportation systems in developed countries and the development of passenger transportation system in China. With the requirement of new urbanization and current development status in China in mind, the paper proposes a sustainable multi-level intercity passenger transportation system for the Yangtze River Valley, which takes high-speed railway and air transportation as the development engine, and traditional railway and highway as the foundation. Facing the huge demand of high-speed railway and air transportation in the Yangtze River Valley, the paper discusses the leading role of high-speed railway in industrial development and population shift, as well as the importance of air transportation for land use de- velopment in urban cluster and internal industrial production chain in the globalization era. Finally, the pa- per emphasizes that it is necessary to improve the connection and effective transfer between intercity and intra-city transportations, and among different intercity travel modes.
