从改造小农经济的视角谈农村土地“三 权分置” 锦州医科大学 加强小农经济改造不仅是实现我国农业现代化的必经阶段，也是变革传统农业 的实质内容。农村土地“三权分置”政策的实行，不仅站在新的历史背景下改造 小农经济，而且总结前者经验创新农业改造的思路。农村土地“三权分置”对小 农经济改造的现实意义：（1）益于农业规模经营，优化土地资源配置；（2）益于 农业技术的运用，实现农业机器化生产；（3）益于增加农民收入，提高人民生 活水平。针对当前存在的农业劳动力闲置问题、农户承包权与企业经营权矛盾问 题、农用土地“非农化”问题，对“三权分置”提出了建设性建议。 关键词： 小农经济;改造;农村土地;三权分置; 基金：国家社会科学基金项目“辽宁农村医疗救助体系研究” （L14BG025） Concerning the Separation of Three Rights of Rural land from the Perspective of Small Peasant Economy Transformation ZHAO Jingjing Jinzhou Medical University; Abstract： The transformation of small peasant economy is not only the necessary stage to realize the modernization of agriculture in our country, but also the essence of changing traditional agriculture. The implementation of the separation of three rights in rural land can not only promote the transformation of small peasant economy under the new historical background, but also innovate the idea of agricultural transformation based on the former experience. The practical significance of rights separation of rural land to small peasant economy transformation is as follows. Firstly, it’s beneficial for the agricultural scale management and optimizing the land resources allocation. Secondly, it’s beneficial for using agricultural technology to achieve agricultural mechanized production. Thirdly, it’s beneficial for increasing the farmers’ income and improving peoples living standards. Tn view of the current problems such as idle agricultural labor, the contradiction between farmers’ contract right and enterprises management right, and the non-agriculturization of agricultural land, this paper puts forward some constructive suggestions on ’’separation of three rights Keyword： small peasant economy; transformation; rural land; separation of three rights; 1农村土地“三权分置”的背景及涵义 土地变革“三部曲” 小农经济改造是我国农业现代化发展的重中之重，而从某种意义上来讲，农村土地改革却是小农经济改造的重中之重。自建国以来，我国经历了土地改革“三部曲”，BP： （1）变土地私有为土地集体所有，小农户通过合作社、人民公社的方式加入到集体生产，但这种将个体小农以简单的方式聚集起来，进行统一生产、统一分配、统一消费，不但不会对改造小农经济产生积极影响，反而会局限小农的生产活力。（2）家庭联产承包责任制
