社会工作在解决土地纠纷中的应用.doc

 ·摘 要 长期以来，土地纠纷一直是我国三大纠纷中所占比例最多的纠纷。随着近年国家惠农政策的实施以及土地价值的上升，土地纠纷更是大量涌现。随之而引发的各种矛盾和冲突也越发的影响到了社会的和谐和稳定。其中许多矛盾冲突的引发和激化，仅仅是由于在调解处理土地纠纷的过程中未能够及时发现容易引起冲突的潜在不安因素或在一些问题上的处理方法不当而导致的，若能够及时发现这些问题并使用更为科学和合理的处理方法解决问题，类似的矛盾冲突是完全可以避免的。社会工作是一门科学，更是一门处理问题和解决问题的艺术，社会工作的过程就是将社会工作方法技巧灵活运用解决问题的过程，将社会工作方法与政府工作相结合，灵活地应用于处理解决土地纠纷过程中遇到的各种问题和矛盾，便能提高政府工作效率，更好地处理和解决各种矛盾纠纷，能够减少甚至避土地纠纷中的各种矛盾和冲突。本文首先分析土地纠纷的现状及原因，然后阐述在土地纠纷中应用社会工作方法的可行性，最后提出在土地纠纷中应用社会工作方法的对策建议。 关键词：土地纠纷 矛盾冲突 社会工作方法 ? American social work methods in government land disputes conciliation and the function of application Abstract Over the years, land disputes has long been the three largest proportion of disputes. With the recent implementation of national policies to benefit farmers and increase the land value, large numbers of land disputes are emerging. Followed the lead of the various contradictions and conflicts are also increasingly affecting the social harmony and stability. Many of initiation and intensification of conflicts, simply because dealing with land disputes in the conciliation process has not been able to detect easily lead to conflicts or potential unrest in a number of issues resulting from improper handling, if the ability to detect these problems and use more scientific and reasonable approach to solve the problem, a similar conflict was entirely avoidable.
