An Exploration into the Critical Success Factor (CSF) for Developing E-gov Administration in Towns

Abstract E-gov provides a new approach for the administrative reform of the government. It will not only exert revolutionary influence on the traditional operation model, but will promote the efficiency of administrating, serving and managing of the government as well. Besides, the electronic connection between the departments, the government, enterprises and clients will greatly enhance the government’s coordinating and managing ability. It is the tendency to implement the electronic administration in the grass-root towns in China. This paper employs the Interpretative Structure Modeling (ISM) to investigate one town in Chengdu. Based on the development of the systematic structural model of Critical Success Factor (CSF), the author decomposes the reachable matrix and gets the corresponding structural matrix and hierarchical structural model. The primary analysis in the paper discusses the factors that will affect the electronic administration in towns, points out the most important and crucial factors, and tries to provide theoretical evidence for the working focus in the process of developing the E-gov.

1 Introduction
“The traditional administration model was started and developed accompanying the goose quill and the typewriter.” [1] The undergoing information and technology revolution improves the transformation of the government’s organization model. Through the interlinked network, the departments of the town’s government will be able to collect information quickly, cheaply and efficiently.
