Analysis on Status Quo and Countermeasures to China Public Sectors’ Performance Appraisal 1.CHEN Xiao-lin 2.ZHANG Lei School of Political Science and Public Administration University of Electronic Science and Technology, Chengdu, P.R.China, 610054 Abstract Performance appraisal is a major part constituting and a core for the human resource management of public sectors and it plays significant role in improving government performance. To perfect the performance appraisal mechanism is an efficient way to improve public sectors’ performance management. In effect, however, prevailing performance appraisal for civil servant in China isn’t mature enough both theoretically and practically, and has various problems in lack of theory, outdated appraisal approach, non-professional appraisal main body, incomplete appraisal information system and unclear appraisal indicator, etc. To solve the problems, we should carry out target responsibility mechanism, boost incentive mechanism, improve training for appraisal main body, perfect appraisal-related legislation, strengthen appraisal information system and establish standard performance appraisal indicator system and appraisal approach, etc. Key words public sectors, performance appraisal, status quo, countermeasure 1 Introduction Along with emergence of campaign for new public management and deepening of government reform, appraisal for public sector’s performance has won extensive concern in the course of public administration. The academic circle has begun to make government performance appraisal since the Second World War, marked by the book—Municipal Work Balance: Survey on Administrative Management Standard Appraisal--by Clarence Redd and Herbert Alexander Simon. And large-scale public sector performance appraisal began in the early of 1970s.
