An Analysis on the Plural Subjects Model in theProcess of Marketization of Public Services 1.LUO Da-ming 2.SHI Zheng-yi School of Political Science and Public Administration University of Electronic Science and Technology of China, Chengdu, P.R China, 610054 Abstract Ever since 70s and 80s of the 20th century, the administration reform focusing on the marketization of the public services has been implemented in one after another-western countries. China has already begun its marketization of public services while carrying out the market-oriented economic restructuring. During the process of marketization, the subjects responsible for providing the public services play a decisive role for the full display of the function of the market mechanism. This paper summarizes four major types of participating subjects following a discussion of the inevitability of the multiple participants in the process of marketization. Through the analysis of the operation model performed by plural subjects between the government and public, the author tries to do some beneficiary research and give some inspiration to the concrete implementation of the marketization. Key words Public Service, Marketization, Subject Pluralism, Operation Mode 1 Introduction In the past century, the scale of governments and their range of management expanded in an unprecedented way, so extended to seemingly take under their control all aspects of social lives. However, they also brought to the countries throughout the world various problems such as financial difficulty, trust crisis, management crisis, decrease of people’s living standards. Since 1980s, the countries have realized this problem, and begun to carry out series of reforms on governments and public departments. Marketization of public services is an important part of reforms, and benefits those countries a lot.
