The Researches on the Construction of Electronic Government WANG Luo-zhong School of Management, Beijing Normal University, Beijing, P.R.China, 100875 Abstract It is definitely necessary to build a simplified and effective Electronic Government, which will provide comprehensive services for people and have responsive faculty, adapting to the information society. In China, building the Electronic Government needs time, and what is more necessary is the strong political support. Government reinvention is the premise of building the Electronic Government; closing the digital divide is the key to realizing the Electronic Government; and to strengthen the protection of safety and privacy is the important guarantee of success in Electronic Government. Key words electronic government, government reinvention, digital divide 1 Introduction The Electronic Government is called Virtual Government or Government On-line as well. As a new paradigm of public administration, it is a dynamic concept, the connotation of which is as follows: it is continuously changing and expanding with the development of information technology and its increasing application in the public administration. However, substantially, the function of the e-government is to reinvent the present industrialized paradigm of government, through applying the modern information and communication technology. It breaks the organization limit in the traditional administrative departments, realizing, through the electronic channel, an instant and effective interaction inside and outside the administration system. It enables the government to develop its accustomed closed administration system into a global information network system. It is an effective and comprehensive service system, adapting to the new model of productive forces in the information society.[1] And this system bases on database establishment and information sharing, relies on the operation which has its procedures, networks and electronic channels,
