The Analysis of Public Policy on the Construction of University Science Parks In China* FAN Xu Public Management and Public Policy Institute, South China University of Technology Guangzhou, P.R.China, 510640 Abstract the trend of building the university science parks is in the ascendant. Effectual policy has very important spiriting function in the construction and development of Chinese university science parks. The author analyzed the macroscopic, mesoscopic microscopic policy applied to Chinese university science parks, discussed the special policy on building the university science parks quickly, considered that it is an important task for quickening the construction of university science park in China to build and perfect the public policy system Key words university science park, policy 1 Introduction The university science park is the base where university can cooperate with enterprise in science research and high new technology development based on the abundant research strength of university. The first university science park?the Stanford research park?was built in 1950e ’s. With the new technology revolution and industry structure modulation, the university science park has been developed vigorously since 1980’s. More than 40 different form of the university science park have been established in China since the middle of 1980’s. The history about the development of university science park in the world shows that effectual policy has very important inspiriting function for the university science park. The Chinese university science park has only ten-odd year’s history. Its size is small and the level is not high. Being in the condition of imperfect market economy system, we should strengthen the guidance and support function of policy in building and developing university science park while the market system plays a leading role. We should establish a harmonious policy system of university science park. The policy system includes not only the correlat
