China, 150001 Abstract The utilization of information and communication technology (ICT) in government has been the subject of widespread and continued study and practice in recent years. In the face of the development of information technology, administrative reforms of government and requirement of society to government management, e-government has been believed widely no time to delay. To support practitioners for better understanding and realization of organizational innovations brought by e-government to administrative sectors, based on summarizing various views about value chain concept in private sectors and transferring the concept of value chain to government, we analyze systematically missions of government informatization by the method of value chain and discuss changes from traditional to electronic government (e-government) in brief. It’s concluded specially that the essential of e-governmental missions consist of a series of transformations along with introducing ICT. Key words E-government, Value chain, Missions 1 Introduction Due to the rapid development and wide applications of information and communication technologies (ICT), the society has stared to change gradually from an industrial society to an information society. A totally new business environment has evolved where companies must work together to create online networks of customers, suppliers and value-added processes. [1] Such radical transformations are now impacting on public sectors. Governments, as public and social organizations, are challenged to transform their traditional administration responding on new technical and societal progress.
