Research method: Methods of system and structure analysis were employed. Research result: The regulation result is the government regulation and the macroeconomic regulation and the micromanagement confusion, the regulation right infringement was serious, appeared ‘the government regulation malfunction’. Research conclusion: First is through cancels the agriculture taking over for the procurement single channel pasts, realizes peasant household and the land users direct negotiations in the urban plan area, either the land sells directly, either the land took the element of production, carries on the soil capital management, guarantees the farmer land non-agriculture management the land grading income. Next, through the urban construction use efficiency regulation, controls to divert the behavior from the source, then realizes the countryside land market and the city land market joint. Cancels deprives to farmers benefit, lets at the same time the land provides the accumulation of capital for the urbanization and the farmer.
