The Senate plays a very important role in foreign affairs. Without the cooperation support of the Senate, the President can hardly take any significant action in the field of foreign relations. A Secretary of State on good terms with the Senators is always important for the President. Foreign countries must try to establish good relations with the US Senate if they intend to make a bargain with the US.
