我市西湖街道社区建设的存在问题及对策研究 摘 要 自从2000年中办、国办发布23号文件，各地大力贯彻和推进城市社区建设，我市也开展了轰轰烈烈的社区建设活动，西湖街道作为我市社区建设的一个示范点，其取得的成绩及经验对整个城市都有很良好的指导作用。本文主要研究了西湖街道社区建设所存在的社区建设理念尚未真正深入人心、社区建设的管理和服务水平不高、社区建设的资金投入不足、城市社区管理体制不健全等问题，并指出这些问题的存在是由于人们在思想认识上未能真正理解社区建设的重要性和必要性、城市社区管理体制还不适应现实要求、社区建设责任主体缺乏足够的经济实力支撑、社区管理难度大，服务意识不强等原因所引起的。在此基础上，结合实际，提出了加大宣传教育力度，使社区的理念深入人心、加快管理体制改革，明确职责、多渠道增加资金投入、坚持以人为本、全面推进社区建设步伐等对策。 关键词： 西湖街道 社区建设 以人为本 Abstract Since General Office of the State Council of the People’s Republic of China and General Office of the State Council of the People’s Republic of China enacted the 23rd Document in 2000, the city community construction has been carried out and pushed everywhere. My City has also launched the community construction activities vigorously. As a demonstration place of community construction in us City, the West Lake Street has achieved success and experience, which has guided such construction in this whole city. This article is mainly to research the problems existing in the construction of community construction of the West Lake Street. Those problems include: the idea of community construction has not been deeply rooted among the people; the management and service level is not high enough; the fund invested into the community construction is not sufficient; the community construction management system is not sound enough and so on. Then this article goes on to search what causes these problems and list the reasons as below: the citizens has not really understood the importance and necessity of the community construction; the city’s community management system can’t meet he actual needs; the subject who is responsible for the community construction can’t get sufficient financial support; the community management is very difficult; the sense of service is not strong enough and so on.
