摘要城中村问题是我国快速城镇化过程中各大城市普遍面临的重要问题之一，它 是城乡二元体制下，工业化、城市化快速推进过程中城乡区域发展不协调的特殊 现象，集中了行政管理、社会管理、经济制度、土地制度、社保制度、规划建设 等一系列的二元结构状态，引发了诸多城市问题。目前全国各地都进行了大量的 城中村整治工作，不过由于对城中村问题复杂性的认识不足，许多地方片面强调 物质空间的改造，单纯的将城中村改造理解为城市空间形象上的美化，忽略了其 中各色居民的发展需求，产生了许多新的问题，在新型城镇化发展要求的今天， 单纯的物质空间层次上的优化已经不能解决复杂的城中村问题。为了解决这些问 题，本文按照“发现问题—分析问题—解决问题”的思路展开研究，并加强对于城中 村改造非物质层面的关注。本文通过对重庆市主城区的城中村以及拆迁后的安置社区进行调查研究，发 现城中村改造后虽然城市空间环境与城市形象得到了明显的改善，居民的生活环 境得到了显著的提高，具有相当的积极效益，但是由于改造过程中法律、法规及政策体系不完善、拆迁补偿安置方式的确定没有与市场接轨、前期工作准备不足等原因，在村集体经济发展以及城中村原住民市民化两个方面仍然有比较严重的 问题。其次，本文从社会管理、经济发展等角度对以上问题进行深入分析，通过对城中村住户进行访谈以及问卷调查的形式针对前文提到的两方面问题，梳理出了 城中村改造后，村集体经济可持续发展的诉求，村民以及流动人口融入城市的诉求。最后，基于以上利益群体的诉求整理，本文对城中村改造模式提出了进一步 的建议。在改造认识上，应当认清改造的目标、明确地方政府的权利与义务、扶持集体经济组织发展，促进农村经济向城市经济转型；在改造模式上，提出应当积极推进集体经济机构重组，促进经济融合，加强对村民的社会援助、促进文化 融合，强化公共参与机制，保障弱势群体法律权益，推动永久性公租房建设以及优化公共服务，提高村民以及流动人口生活质量。关键词：城中村改造，弱势群体利益，发展诉求，思路转变ABSTRACTThe urban village is one of the most important issues which most cities are faced with during the rapid urbanization process. It is a special phenomenon of uncoordinated urban and rural development under the dual system, and thus raises many urban problems. Currently, although plenty of reconstrcutions on those villages have been done, considering the insufficient awareness of social complexity and undue emphasis on the physical transformation, the simple beautification of urban image cannot meets the real needs of diverse citizens, conversely causing new problems. Today, facing the requirements of Chinese new urbanization, it is an urgent task to pay attention to the nonphysical dimensions of villiage transformation.Firstly, to figure out the remaining problems of viliag transformation, based on the studies of formation evolution urban villages in Chongqing, the reasons of their development have been initially analysised.
