AbstractInthegovernmentdepartmentsofourcountry,theuserateofe-governmentisaccompaniedbytheincreaseofinformatizationlevel.Duringuse,inordertoobtainbiggestbenefitwiththesmallestinvestment,thegovernmentswhohavetherationaleconomicmancharacteristicsgenerallyselecttheserviceoutsourcing.TheHLSSinformationsystem（HCityLaborAndSocialSecurityInformationSystem）constructionandoperationmaintenancealsoselectstheserviceoutsourcing.TheHLSSinformationsystemconstructionandoutsourcingservicepresentsituationareintroduced,andpointedoutthat,althoughtheserviceoutsourcingcanmakefulluseoftheContractorscoretechnology,savingresources,avoidtorepeatconstruction,butthecorebusinesssystems,computercenter,networkplatform,platformandvoiceservicesystem,communitysites,linesofcommunicationfromsixaspectsoftheserviceareproblem.Showninthecontractorserviceresponsetimelag,modeofthinkingandwiththeBureauofbusinesscommunicationobstacles,thelocalizationbusinessunderstandingisinsufficientofHCity,servicequalitycannotbeguaranteedandthesystemsafetyriskistoobig.Thearticlepointsoutfurtherthatthereasonwhichleadstotheemergenceoftheaboveproblemsistooutsourcethemanagementproblems,suchas:intheriskofinformationsystemsecurityrisk,technicalpersonneloccupationqualityrisk,moralriskproblem.Atthesametime,alsoexistsininformatizationconstructionunreasonablesystem,informationcenterstafftechnologylevelisbackward,outsourcingprojectsupervisionisnotstrict,projectbiddingassessmentistooformalandotherissues,andtoappearthereasonoftheseproblemsareanalyzed.AccordingtoHLSSinformationsystemconstructionandoutsourcingservicemanagementintheproblemofexistence,putforwardtooptimizethemanagementofthesixstrategies,namelyinthecontract,thecontractorsubcontractorofficeplaceclearrules,signtheoutsourcingcontractstothefinancedepartmentatthesamelevelofsocialsecuritydepartmentfortherecord;informationcenterpersoninchargeofprojectsupervisionofthethirdpartysupervisionsupervision;Biddingassessmentconferencerelatedcontentsofarchiveinformationcenter;establishingsuper
