i ii 内容摘要 科举考试制度在中国存在了一千多年，过去我们从负面影响方面对它的批判 较多，近年来，对其正向功能的研究越来越多。国内外学者从科举考试制度的方 方面面对其进行研究，而科举考试中的区域公平是其重要的一个方面。考试中的 区域公平始终是选才中的一个焦点问题，这自然包含在当今的高考中，因此，研 究科举考试中的区域公平，对于推进高考制度改革，提高高等教育质量和促进中 小学实施素质教育，都具有重要的学术价值和现实意义。 本论文以教育基本理论为指导，紧紧抓住科举考试中的区域公平这个中心议 题 ，对“从隋唐到清代”各个历史时期科举考试中的区域公平进行了分析与探讨 ， 探索了乡试、会试中区域公平的历史演变，从中可以看出，虽然朝代在不断更替 ， 但科举制度并没有随着某个朝代的灭亡而终结，区域公平的理念、措施也在逐步 发展。从而有力的证明了以分区定额政策演变为核心的区域公平的演变是历史发 展的必然，也是选拔人才中必须予以考虑的问题。 通过分析分区定额政策在第一级考试（发解试、乡试）中的演变过程，我们 可以看出，几乎从科举考试产生之日起，乡试中的分区定额政策就产生了，并经 历了从唐代到清代逐步完善的过程。分区定额政策在第二级考试（省试、会试） 中的演变过程，使我们看到了分区定额政策产生的必然性，并且看到了会试中的 名额分配与高考中的名额分配的巨大联系。论文分析、探讨了科举考试中“分区 定额”政策对解决当今高考录取中名额分配问题的启示。随着区域公平的发展， 学额的分配又被提到了议事日程，这在明清时期表现的尤为明显。 伴随名额分配政策所产生的一个明显弊端就是冒籍跨考现象的出现，冒籍现 象伴随者科举分区定额制度的产生而产生，亦随着分区定额制度的发展而发展。 纵观科举分区定额制度的整个实施时期，冒籍现象始终伴随其左右，成为科举考 试制度的一大顽疾。而高考中的高考移民现象与其有着惊人的相似之处，论文亦 着重分析了两者的相同与不同，并分析了冒籍跨考对解决当今高考移民的启示。 分区定额政策从总体上说是一个积极的、合理的政策，但其实施效果并不理想， 这其中的原因值得探索，而其作用也值得我们讨论、分析。 关键词：科举；区域公平；分区定额；冒籍跨考；高考；高考移民 PAGE PAGE iii Abst ract The Imperial examination system existed in China more than a thousand years ，from the negative effects of the past, we regard it more critical，In recent years，function of their being is considered more and more.
