Fromtheviewofthehistoryofthestudentevaluationofteachingeffectivenesssysteminuniversity,theevolutionpatternoftheStakeholdersinthesystemhasrefelctedthegameevolutionoftheStakeholders’interestsandtheevolutionofthecontradictionamongthequality,theinterestandthepower.Inthewesterncountries,thepatternoftheStakeholdersinthestudentevaluationofteachingeffectivenesssysteminuniversityhasexperiencedfourstages:theunilateralcontrolmodel(student-orientedmodelofthe“studenttype”universityinthemiddleages),thedoublemainmodel(bothteachersandstudentsfrom1900sto1960s),thestudentandtheteachingadministrator-orientedmodel(from1960sto1970s),andthecontrol-cooperationmodel(betweentheteachingadministratorandthestakeholdersince1970sandto21stcentury).Comparedwiththeevolutionofthepatterninthewesterncounrties,thepatternoftheStakeholdersinourstudentevaluationofteachingeffectivenessinUniversitiessystemhasexperiencedonlyonestage,thatistheteachingadministratorunilateralcontrolmodelsince1990sandtheageoftheonlineteachiongevaluationwearesteppinginto．Themainlyreasonisthebeginningmechanismofoursystem.Thewesternpatternisoriginatedfromitsdemocraticpracticeandpromotedbyitscollegestudents’movement,democratizationofhigheducationandthesocialaccountability;Oncontraytothis,ourstudentevaluationofteachingeffectivenesssysteminUniversitiesisestablishedtomeetthedemandsofourdevelopmentofthenationalevaluationsystemandtodealwiththegovernmentadministrativechecks.Atthesametime,wehavenotexperiencedtheprimitiveaccmulationprocessoftheevolutionofthewesternpatternandjustintroducedthewesternsystemintheformofstudentevaluationwithasimplecopy.Intheexistingframeworkofourstudentevaluationsystem,thepower-ledteachingadministratorhasrisentotheemicstatus,however,thepower-marginalizedfacultyandstudentshasfallentotheeticstatus.Thedeteministicandpotentialstakeholdersinthesystemlosetheirpowerintheaspectofthestudentevaluationinformationgettingandinterestsexpressing,andtheyareinthestateofhavingnorighttospeakwithless-valuesandless-consciousness;ther
