AbstractMainly for comprehensive arrangement for serious disease, the new style of rural cooperative medical care system (hereinafter referred to as the new rural cooperative medical system)that the farmers could join voluntarily, is the peasants’ medical mutual aid institution, which is organized and guided by the Government and its funding is collected by the individual, group and the Government. Pilot projects to introduce the new system in rural areas were launched since 2003 in some counties. By the 2010, the system was gradually put into force in nearly all of rural areas in our country. The implementation of the system to some degree eases the farmers’ burdens, such as many a times seeing a doctor being uneasy or the treatment being too expensive, it has so important practical significance and far-reaching historical significance for improving farmers health, strengthening development of rural medical health, shortening the gap between urban and rural, and comprehensively promoting the construction of New Socialist Countryside. This paper takes the Shuangcheng city in Heilongjiang province that carries out the new rural cooperative medical system as an example. Through empirical research of implementation of the system, I found it is not smooth in practice. It exists a series of problems while it achieved some successes, such as the system designing has some shortcoming, meanwhile in the implementation process it lacks normative rules, and the most important fact is the system of legal oversight exists certain limitations. In view of this, based on other authors’ research, considering the actual situations, I made several suggestions for the comprehensive supervision of the new rural cooperative medical system.The paper is divided into four chapters.
