ABSTRACTThe21stcenturyistheeraoftheknowledge-basedeconomy,andthekeyfactorsinpromotingeconomicgrowthareknowledgeandtechnology.Knowledgeinnovationhasbecamethecornerstoneofthesustainabledevelopmentofnationaleconomy,fordomesticandinternationalpracticesshowthatthedevelopmentofhumanresourcesisanimportantcauseofeconomicgrowth.Asamultipliertopromotethedevelopmentofmodernsociety,humanresourceswhichhasbecameanimportantfactorinthedevelopmentofacountryoraregionisofdecisivesignificanceforeconomicdevelopment.Chinaisamultinationalcountrywith56ethnicgroups,thehumanresourcesofeachethnicgroupconstitutesatreasuretroveofhumanresourcesinChina.Ethnicminoritytalentsarethekeyfactortopromotethedevelopmentoftheethnicminoritiesandminorityareas,however,thedevelopmentandtrainingofminoritytalentsarerelativelybackwardforthehistoricandrealisticreasons.Buildingaminoritytalentteamofhigh-quality,large-scaleandreasonablestructurewillgreatlyenhancethecompetitivenessandcomprehensivestrengthofethnicminoritiesandethnicminorityareas,whichisnotonlythekeytopromotingeconomicandsocialdevelopmentinethnicminorityareas,butalsothefundamentalguaranteeforthemodernizationoftheethnicminorityareas.Onamacroscopicstandpointtopromotelarge-scaledevelopmentofthewesternregion,thisdissertationdevelopswiththebackgroundofbuildingamoderatelyprosperousandharmonioussocietyfromtheperspectiveofoverallregionalcoordinateddevelopment.AccordingtotheactualsituationofRongshuiMiaoAutonomousCounty,thispaperproceedsfromthetheoryofhumancapital,motivation,professionaleducationandhumanresourcemanagement,etc.Inthebasisofdocumentandstrategicanalysis,thepaperwhichincludessevenpartselaboratesonthesubjectofhumanresourcedevelopmentofRongshuiMiaoAutonomousCounty.ChapteroneismainlyonthesignificanceofthisarticleandChaptertwoonthedefinitionofcorrelationtheoriesabouthumanresourcedevelopmentsoastoprovidetheoreticalbasisforsubsequentchapters.Thethirdchapteranalyzestheformationanddevelopmentofhumancapitaltheory,whichsummarizesanddiscussestheresultsofrelatedr
