山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 摘 要 改革开放以来，青岛市财政体制进行了诸多重大改革，财政支出范围和结构也相应 作了不少调整，这为推进经济体制改革，促进社会经济发展做出了积极贡献。随着经济 和社会不断发展，青岛市已基本建立起了符合当地实际情况的公共财政框架体系，但针 对财政支出方面的研究尚不成熟，因此，按照建立公共财政的总体方向，研究新形势下 财政支出结构问题，探索调整和优化财政支出结构的思路和政策措施，对于完善青岛市 公共财政体系具有客观的紧迫性和重大而深远的意义。 本文以地方财政支出相关理论为研究依据，从公共财政的财政支出结构理论分析着 手，将财政支出划分为经济性支出、社会性支出、维持性支出三大类，在此基础上多角 度、多层次的考察青岛市财政支出结构状况，揭示该市财政支出结构存在的问题及根源； 立足于青岛市经济发展状况和财政体制改革背景，分析青岛市财政支出改革的目标，运 用地方财政支出结构多目标优化模型确定优化青岛市公共财政支出结构的方案，有针对 性的提出青岛市公共财政支出结构优化思路；并借鉴国外财政支出结构优化的典型经验， 进一步提出优化青岛市财政支出结构的政策建议。 本论文总体上采用理论研究与实践检验相结合、一般性研究与特殊性研究相结合、 定性研究与定量研究相结合的研究方法，对青岛市公共财政支出的问题进行了全面的研 究。本文认为，合理的事权划分是优化财政支出的重要前提，合理界定财政支出的供给 范围，才能从根本上解决财政“越位”与“缺位”问题；地方财政支出应坚持公共品的 提供为唯一方向，倾向民生是财政支出优化需要考虑的重要因素，因此，财政支出应重 点用于完善社会保障体系、均衡文教卫生资源、扶持科技创新方面，保持基础设施建设 投入并广开资金渠道，寻求适当的城市融资模式，稳定财政支农投入；此外，加强支出 管理的改革，通过实行部门预算、支出绩效评估、建立政府采购监督体系等措施强化对 预算资金的约束，可以有效的提高财政支出效益，削弱腐败的可能性。 关键词：青岛市， 公共财政， 财政支出， 优化方案， 政策建议 Abstract Since China’s reform and opening up to the world, a number of major reforms of the financial system has been made in Qingdao City, the scope and structure of financial expenditure also made considerable adjustments accordingly, which has made positive contributions to promote economic restructuring and social economic development. With the development of economy and society, public financial framework system has been basically established in accordance with local realities in Qingdao, but the research of the financial expenditure was premature, therefore, in accordance with the overall direction of the establishment of public finance, It is objectively urgent and greatly significant for improving the public finance system in Qingdao City to research the problems of financial expenditure structure under the new situation, explore ideas and policy measures which adjust and optimize the financial expenditure structure.
