内蒙古师范大学硕士学位论文中 文 摘 要1999 年，高等院校开始扩大招生规模，随之毕业生数量也持续增加， 促进高校毕业生就业的政策相应地由统招统分转向双向选择，自主择业。 城市中高校毕业生云集，农村牧区毕业生寥寥无几成为当代高校毕业生 就业的现状。2003 年以来，我国出台了一系列政策，鼓励高校毕业生面 向基层就业，十余年来，都出台了哪些在国家范围内实施的鼓励高校毕 业生面向基层就业的项目？内蒙古自治区根据地区实际又出台了哪些？ 基层究竟是什么情况，为什么会出现高校毕业生“宁要城市一张床，不 要乡村一幢房”的现象？在导师的指导下，本文以内蒙古自治区呼伦贝 尔市 X 旗服务基层的部分高校毕业生为研究对象，在实地调查法、访谈 法、文献法等科学研究方法的指引下完成写作。调研发现，国家政策的支持在引导高校毕业生面向基层就业方面起 到支柱性作用，在结构性就业矛盾加剧的严峻形势下，部分毕业生响应 国家号召，面向基层就业。高校毕业生在选择基层就业时，工作时间固 定、专业对口等体现个人意志的因素受到关注，而基层事务性工作较多， 基本不面临竞争，缺乏挑战性对于喜欢不断尝试新鲜事务的毕业生而言 缺乏吸引力。在针对高校毕业生面向基层就业的相关调查中发现了四个 方面的问题，分别是：第一、保障机制不健全，基层管理规范化亟需提 升；第二、基础设施匮乏，基层环境有待加强；第三、在校生缺乏实践 经验，制约其顺利就业，同时工作单位有些对工作经历的要求偏离原本 提高效率的初衷；第四、择业观念出现偏差。根据调查中发现的问题， 笔者提出四点建议，分别是：第一、完善保障机制，调动基层服务人员 的积极性；第二、大力发展县域经济，促进人口向基层集聚；第三、学 校与用工方协调，为高校毕业生就业提供平台；第四，树立积极的就业 观念，勤思、善学，在实践中锻炼自己。关键词：高校毕业生，基层，就业内蒙古师范大学硕士学位论文ABSTRACTIt has been 15 years since the enlargement of higher education in PRC. College students is increasing constantly. Compared with past years, graduate students are not treated as leaders any more. When graduated they have to find jobs by themselves. Lots of them decided to work in big cities. A few of them decided to work in countryside. Government carried out some policies to encourage graduates work in grassroot. 10 years has been past, what policies have been carried out in the range of inner Mongolia, and what carried out in the range of PRC? Why students would rather work in cities to countryside?
