AbstractItiseconomyandsocietyforourcountryofdevelopmentdevelopsnewofforegroundthatoffromsocialismplannedeconomytomarketeconomytransit.Ontheonehand，itformestateeconomyandsocialdevelopmentpioneerknowclearlynewforeground,ontheotherhand,causedontheotherhandsomenewofsocietyproblem.Consideringstateisadevelopingcountry,but,dependingongovernmentofstrengthisnotenough.Atthistimereform,serviceofneedthatarecultureeducation,medicaltreatmenthygiene,environmentquality,householdchoreslaborandsafetyguardagainstetc.areincreasingcontinuouslyEspeciallyatcoasteconomyflourishingcity,peoplelifelevelexaltingcontinuously.People’sthehighneedmakethegovernmentlookfornewofliftpublicservice.Butcontinuouslythenon-governmentalorganizationofthedevelopmentorganizationismakingnon-governmentalorganizationreplacethegovernment’sfunctionincommunityservice.Thecommunityistoallegepeopleofcollective,thesepeopleoccupyageographydistrict,togetherbeengagedineconomicactivitiesandpoliticalactivity,basicallyformationahavesomecommonvaluestandardwithmutuallyfrombelongtooftheautonomyofaffectionofsocietyunit,includegeographydistrict,interactionrelationwithcommonemotionthreecharacteristic.Briefnameofcommunityserviceisacommunitysocialservice.Ingovernmentsupport,andtheresidentsdissimilaritydemands,thesocialserviceandtheresidentsofsocialwelfareandpublicwelfareserviceisthemutualaidbywhatvariousbodycorporate,organizationinthegovernment,communityandvolunteerprovide.Communityservicedifferfromnationpoliticallifeandmarketcompetition,itiscoreofeconomyliferealm,socommunityservicehaveitsowncharacteristic,mainbodynowcommunityserviceofwelfare,publicwelfare,crowd,mutualaid.Currently，thereareagreatdealofproblemsincommunityservicebygoverningofgovernment:Governmentinthecommunityservicetheworkiseffectiveness;Thegovernmentprovideservicewasshortage;Communityserviceofthemanagementinjuredapublicwelfare;Communityserviceoftheprofessionshouldtobeneededexaltation.Fromthereformofourcountrynon-governmentalorganizationisdeveloping.Non-governmentalor
