AbstractSmallandmedium-sizedenterpriseshavebecomeanimportantcomponentofmoderneconomy.Theyplayanincreasinglyimportantroleinensuringthesteadygrowthofthenationaleconomy,easingtheemploymentpressure,stimulatingprivateinvestment,optimizingtheeconomicstructure,promotingmarketcompetitionandpromotingtechnologicalinnovation.Therapiddevelopmentsofsmallandmedium-sizedenterpriseshavearousedtheconcernofthecommunity.Especiallyinthecurrentcontextoffinancialcrisis,thesurvivalanddevelopmentofsmallandmedium-sizedenterprisesbecomeahotacademicresearchonceagain.Technologicalinnovationisanimportantwayofthedevelopmentofsmallandmediumenterprises,butbecauseoftherelativelyweakpowerandfinancialtalents,theindependentinnovationrelyontheirownstrengthisunrealistic.Therefore,thestateshouldadoptthepolicyandlegalmeanstoencourageandguideactivitiesoftechnologicalinnovationofthesmallandmedium-sizedenterprises.Undertheinfluenceofthetraditionalplannedeconomy，ourmodeloftechnologicalinnovationisthattheGovernmentplanstodeveloptechnologicalinnovationimplementedbytheenterprises.Itneglectsoftheactualneedsofenterprises，“Whichpolicyisthemostpressingdemand?Isitappropriateoftheeffortsofgivingthepolicybythegovernment？”Thisistheplacewhichmostlikelytobeignored.Whatkindofrolestakenbythesmallandmedium-sizedenterprisesinChinaseconomyandhowtodevelopandsupportthemhavebecomeimportantissueswhichneedtobeexamined.Thisarticleanalysesofthecurrentstatusoftechnologicalinnovationfromtheperspectiveofsmallandmedium-sizedenterprisesexaminingwhetherthesupportoftheGovernmentsexistingpoliciesmeettheseneedsornot.Thisarticleisdividedintosixchapters.Theintroductorychapterfocusesonissuesandresearchsignificance,studiesathomeandabroad,theframeworkandmethodologyofthearticleandtheinnovationsandshortcomings.Thesecondchapteroverviewsthetheoreticalbasisofthetechnologicalinnovationandrelevantpolicyofsmallandmedium-sizedenterprises.Itintroducesthedefinitionofsmallandmediumenterprisesandthetypeoftechnologicalinnovation.Itpointsoutthattherewillbediffer
