JOINT VENTURE COST-SHARE PROPOSAL PROCESS Information and Guidance for Fiscal Year 2008 The goal of the U.S. Fish and Wildlife Service Region 3 Joint Venture Office is to implement effective and scientifically based bird conservation projects in the Prairie Pothole and Upper Mississippi River and Great Lakes Region Joint Ventures. Each Joint Venture has an Implementation Plan and conservation strategies that identify the habitat, monitoring and research needs of joint venture focal species. These plans can be found on the JV websites: , and . Joint Venture Focal Species are listed on page 3 of this RFP. Each of the Joint Venture Implementation Plans has identified research and monitoring needs that will fill information gaps and test management assumptions to improve management techniques and conservation decision-making tools. Therefore, proposals for monitoring, applied research, and evaluation that will improve the effectiveness and efficiency of landscape bird conservation will be given a high priority. In addition, opportunities to address conservation priorities in State Wildlife Action Plans, and for Joint Venture Focal Species, should be highlighted. Proposals related to coordination, outreach, planning, and priority-area habitat restoration or enhancement that will contribute to achieving goals identified in the plans above will also be considered. All submissions should explain how the impact/outcome of proposed projects is regional in scope. Lists of specific research priorities are documented in JV bird-group strategies, but the following themes are prominent in each: 1) refining breeding habitat models, 2) conducting behavioral research, and 3) evaluation of non-breeding season habitat.
