摘要 摘要 邮政企业在实行政企分开的改制后，为应对激烈的市场竞争，提高企业的竞 争力，通过对邮政网点的重新规划和布局，来实现企业转型升级的目标。邮政 网点项目是否达到了邮政企业的预期目标，是否发挥了投资效益，必须对其进 行综合评估。本文针对现有邮政网点项目的评估仅针对邮政网点项目的某一类 业务、某一项因素、某一阶段进行评估，且对邮政网点项目的优化方案设计未 进行评估的不足，通过研究，建立一套切实可行的评价指标和评价体系就显得 至关重要。 本文以邮政网点项目为评估对象，采用逻辑框架法构建多因素、多指标的 评估指标体系，采用评分法和成功度法对评估指标进行量化，采用层次分析法 和加权平均算法构建综合评估模型，最终建立系统全面、科学合理的邮政网点 项目后评估指标体系，并将以上研究成果应用于实际工程项目中。 本文研究成果实现了对邮政网点项目的系统全面、科学合理的综合评估， 一方面确定邮政网点项目关键性问题所在，及时制定针对性解决方案；另一方 面通过各项评估指标，直观地将邮政网点升级前后的效果呈现出来，提高了投 资效益，同时，也为企业开展后续网点升级项目提供参考。研究过程和结论， 对邮政网点的发展和邮政企业适应日益激烈的市场竞争有一定的促进作用。 关键词：邮政网点项目，项目后评估，评估指标，AHP ，综合评估 I Abstract Abstract After implementing the restructuring of separation of government from enterprises, in order to enhance the drastic social market economy competition and improve the competitiveness for enterprises, postal enterprise achieve the transformation and upgrading of the enterprise through re-planning and layout of postal network proj ects. It should be evaluated to judge Whether the postal network proj ect has reached the expected target of the postal enterprise and played the investment benefits or not .This paper points at deficiencies that existing evaluation of postal network proj ect is only for a certain type of business, or a certain factor, or a certain stage of assessment of the postal network proj ect, and before the postal network proj ect optimal design without evaluation.
