AbstractWiththeComputerandnetworktechnologycontinuouslyupdated,thedevelopmentofe-governmentwhichrepresentedbyinformationtechnologywaspromoted,andthishasahugeimpactontheperformanceevaluationoflocalgovernmentinChina.TheconstructionoflocalgovernmentperformanceevaluationsysteminthecontextofInformatizationisofgreatsignificancetothetheoryresearchandreformpracticeofthegovernmentperformanceevaluation.ThisarticleputsthelocalgovernmentperformanceevaluationunderthebackgroundofInformatization,andsuggeststhatwecouldfurtherdeepenChina’sperformanceevaluationoflocalgovernmentthroughthereformofgovernmentperformanceevaluationconcept,theapplicationoftechnicalmeansandoptimizationoftheadministrativeenvironment.Thisarticlecanbemainlydividedintofourpartsforthediscussion.Firstly,itclarifiedthebackground,themeaning,thereviewsathomeandabroadandtheresearchmethodsofthisarticle.Throughanalyzingtheexistedproblemsinlocalgovernmentperformanceevaluation,thisarticlepointedoutthecruxofpathdependenceandcivilsocietyinitiativenotstrongincurrentlocalgovernmentperformanceevaluation.Andthishasseriouslyhamperedthedevelopmentoflocalgovernmentperformanceevaluation.Thenalsoanalyzedtheagentswhichthelocalgovernmentimprovesperformanceevaluationbytheapplicationofinformationtechnology.Secondly,introducedthecharacteristicsofinformationtechnology,analyzedthepositiveimpactofhowtheinformationtechnologyimprovelocalgovernmentperformanceevaluation,suchasimprovingtheenvironment,meansandchannelsofperformanceevaluation.Thirdly,inordertotakefulluseoftheInformationtechnologytoimprovethegovernmentperformanceevaluationfunctionandenhancethegovernmentperformanceevaluationquality,thearticleproposedlocalgovernmentperformanceevaluationinformationsystemmodelbasedonthetheorywhichconstructingtheadministrativeecologyenvironmentandInformationsystemmodel,toachievethegoalwhichcontainsthetransformationofgovernmentfunction,theconstructionofresponsible,transparent,serviceandhighperformancegovernment.Lastly,thearticleanalyzedthefunctionandeffec
