摘要根据园区开发管理的主体不同可以对园区进行不同的分类，政府 主导型园区是其中一个特殊的范畴。政府主导对园区开发目标的实现 和产业发展具有重要的意义。但国内政府主导型园区在现有开发模式 下，存在许多弊端，开发效益不高，园区价值损失大。本文通过对国 内外成功案例研究和对本地案例的统计分析，指出了现有开发模式的 弊端、影响并分析其成因，提出了园区综合体开发模式解决方案。现 有开发模式造成了土地投机现象和劣企驱逐良企现象，其粗放的资源 配置方式源于错误的财政平衡观念并陷入“财政平衡陷阱”。园区综 合体开发模式是基于系统和全局观念的三维开发方式，以生产力促进 和人的尺度为核心价值观，强调园区整体环境的营造、多样化需求的 满足和空间综合价值的提升。园区空间价值是空间独立价值、关联价 值和时间价值的综合，价值创造活动是园区价值的来源，具体表现为 园区产业发展水平和质量。本文就园区综合体开发模式定义、特点和 应用环境进行了研究。园区综合体开发模式的运用应当建立政企分 离、市场原则、全寿命周期和正确的财政平衡观念环境。园区综合体 开发模式是一种内涵式的发展方式，本文就园区综合体开发模式的基 本价值观、园区空间的价值构成和决策管理程序进行了论述，并详细 讨论了园区综合体模式的构建过程和园区土地及空间资源的配置策 略，就园区工业用地配置的风险控制和流动性政策进行了论述。本文 还根据株洲政府型园区发展的实际讨论分析了园区综合体模式在株 洲的应用前景和实施途径。 关键词：政府主导型园区，综合体开发模式，株洲应用AbstractAccording to the industrial park development and management ofsubject classification of the various kinds of park, the governmentsleading industrial park is one of the special categories. The governmentleading has the vital significance to park and to achieve the goal ofdevelopment. However, the governments leading domestic industrialpark in the existing development mode exists a lot of disadvantages. Thedevelopment efficiency is not high and big park value loss. In this paper,a statistical analysis of local case studies and success stories at home andabroad, point out the drawbacks of the existing development model, theimpact and analysis of its causes, and solutions proposed to park complexdevelopmentmodel.Existingdevelopmentmodelresultedintheexpulsion of land speculation and inferior enterprises drive out benign enterprises phenomenon, its extensive resource allocation is from thewrong concept of financial balance and fell into the fiscal balance trap.The park complex development model is a productivity-based systemsand the global development of the concept of the three-dimensional way,the promotion and the core valuesof human scale, emphasis oncreating the environment of the park as a whole, diversified to meet theneeds and enhance the value of space.
