To consummate Yueyang’s Housing Guarantee system, we could take measures as follows. Firstly, we should consummate the administration system. For this, we can take management by objective method, we can take performance management method and we should reestablish the agencies. Secondly, strengthening the management in the Housing Guarantee system. For this, we should define the objectives that the system may guarantee; we should define a rational subside standard; we should strengthening the regulation establishment. Thirdly, we should funding funds and house resources by multi-ways.
