学校体育活动风险告知理论与方法研究 　　摘要：风险告知是学校体育活动风险管理的重要环节。本文首先对学校体育活动风险告知进行了界定，指出体育活动风险告知是学校和体育教师的责任和义务；其次阐述了学校体育活动风险告知的理论基础、风险告知方式与要求、风险告知内容和告知主体及序位，并特别强调体育活动安全协议的告知方式是一种防范体育活动风险、解决体育伤害纠纷的有效途径和手段；最后提出了学校体育活动风险告知目前存在的主要问题及对策。 　　关键词：学校; 体育活动；风险告知；安全协议 　　中图分类号：G807文献标识码：A文章编号：1004-4590(2009)04-0092-05 　　 　　Abstract:The risk informing is an important link of risk management of physical activities in school. First, the paper defined the concept of the risk informing of physical activities in school and pointed out that the risk informing was the duty and obligation of school and P.E. teachers. And then the research discussed the theoretical basis, manner and demand of the risk informing, risk informing contents, main body and order, as well as main problems and countermeasures of risk informing of physical activities in school. It especially pointed out that the security protocols of physical activities was an effective ways of keeping away the risk and solving problems. Finally, the research put forward the main problems and countermeasures of the risk informing of physical activities in school. 　　Key words: School; Physical Activities; Risk Informing; Security Protocols 　　 　　1 引 言 　　 　　鉴于我国中小学生的认知水平、社会能力、大学生防范意识与对抗能力、校园的规范化建设、人口密度以及学生体质等因素，近年来学校体育活动风险对学生的健康和安全威胁日渐凸显出来。学生在运动和游戏中受伤已位于学生伤害案首位［1］，在法院案例中已占到第3、4位［2］。 　　在我国，每年约有1.6万名中小学生和3000名大学生属非正常死亡，其中80%原本可以通过预防措施和应急处理得到避免［3］。这个比率充分说明学生的风险认知水平低下。风险认知直接影响学生的风险识别，产生风险行为。 　　根据墨菲定律（Murphy′s Law），有可能出错的事情，均会出错。风险的“不确定性”和体育活动的“身体运动”特征，使参与者需要面对体育活动风险。而风险的发生以风险情境为背景，是个体的发现，依赖个体对风险的感知和经验，具有很强的知识依赖性。 　　学生体育活动“风险认知”很大程度上依赖教师风险议题的呈现。高度现代化的“风险能见度”不同于以往的经验，风险的不确定性影响了“风险的能见度”。只有在风险实际发生时，或通过教师的知识传播和告知等方式，学生才知其危害性。学生需要从教师的知识传播和告知中获得对抗风险、揭露风险、具象化的风险信息。由于体育活动的特殊性，风险信息大多是通过教师的告知体现出来。而教师的告知、告知方式和告知水平直接影响着学生的体育活动风险认知。 　　风险告知的重要，在于它贯穿体育活动各个方面及全过程。有效的风险告知能促进学生对风险的理解，为风险防范提供参考。所以，风险告知是减少和规避体育活动伤害事故首要而有效的途径和手段。 　　 　　2 学校体育活动风险告知的界定 　　 　　“体育活动”（physical activities）是体育的基本概念之一。凡各种体育的实践形式、实施方式，以及体育过程中的各种相关活动，均统称为“体育活动”［4］。学校体育活动（physical activit
