提高救护车使用效率探讨 　　[摘要] 党的十七届五中全会指出：“着力保障和改善民生，必须逐步完善符合国情、比较完整、覆盖城乡、可持续的基本公共服务体系，提高政府保障能力，推进基本公共服务均等化。”而院前急救作为公共卫生服务体系的一部分，在当前政府投入不足情况下，除了政府部门要加大投入外，医院工作人员更应该充分挖掘现有急救资源，加快院前急救体系建设，逐步实现城乡之间、区域之间、人群之间公共卫生服务均等化，更好地为人民健康和生命安全服务。 　　[关键词] 转变模式；提高效率；扩大服务；救护车 　　[中图分类号] R197.32 [文献标识码] C[文章编号] 1674-4721（2011）04（c）-135-03 　　 　　The discussion of improving the efficiency of ambulances 　　FU Zhenliang 　　Ningbo Medical Emergency Center, Zhejiang Province, Ningbo 315040, China 　　[Abstract] The Fifth Plenum of the 17th CPC Central Committee called for ensuring and improving peoples livelihoods by gradually perfecting the fundamental public service system that should be working in line with Chinas overall situation, relatively comprehensive, covering urban and rural areas, and sustainable; by enhancing the governments capacity for safeguarding peoples livelihoods; and by promoting equal fundamental public services. First aid as part of the public health service system, lack of government investment in the current circumstances, in addition to government to increase investment, we had to fully exploit the existing emergency resources, speed up the pre-hospital system, and gradually promoting equal fundamental public services between urban and rural areas, different regions and different sectors. 　　[Key words] Change model; Improve efficiency; Expand services; Ambulanas 　　 　　非典、甲流过后，党和政府高度重视公共卫生事业，在国家财政并不富裕的情况下，国家投入巨资在全国范围内开展“两个体系”建设。尽管紧急医疗救援仅占投资总额的10％，但毕竟使急救医疗体系的基础设施和基本装备发生了较大的变化。2010年8月宁波市政府办公厅又正式转发市卫生局等部门关于加强宁波市院前急救体系建设的实施意见，这标志着本市院前急救体系建设，从此翻开新的篇章，踏上新的进程。那么医务人员就应该利用好现有资源，通过强化科学管理，发挥其最大效能，来提升院前应急救治能力。 　　1 院前急救资源现状 　　2010年全市急救中心、站（分中心）共11家，下设30个急救点，救护车辆总数为108辆，具体分布见表1。 　　现有急救资源总量不足，布局不合理。近年来，全市院前急救服务年求救人次和救治人次均以20%的速度递增，虽加大了对急救服务体系的建设和投入，但急救患者排队等待救护车的现象还仍然存在，急救资源总量不足表现明显。现有急救站的设置选址大多均依托城区二级以上医院房屋等基础条件而确立，未按全市服务人口和服务半径科学合理布局并设置急救点。一方面随着城乡一体化建设步伐的加快，城区不断向四周扩展，急救服务的半径不断扩大，急救反应的时间也相应增长，急救的质量受到影响，院前急救服务能力受到挑战；另一方面农村享受不到院前急救服务，而现有急救资料又得不到充分利用，以市急救中心和县急救站为例，见表2、3。 　　2 救护车运转模式和职工思
