As an effective tool to promote government informatization and improve the government’s decision-making capacity and quality that serves the public, e-government has become an important part of building a service-oriented government in our country. To become a service-oriented and knowledge-based government is the basic direction of our country’s government reform and development. As a higher level of information management, knowledge management can improve government’s efficiency, optimize workflows, and strengthen the governments implementation of force, which makes it become a very good tool of building a service-oriented and knowledge-based government.
