摘 要农村剩余劳动力的转移，是世界各国经济社会发展过程中遇到的共同问题。 中国经济发展正在处于一个关键的过渡转型期，而农村剩余劳动力转移过程在 这种僵硬制度约束下产生了许多带有浓厚国情特色的新问题。在农村剩余劳动 力转移过程中，农民工正走向相对贫困化与社会边缘化的边锋。帮助农民工走 出陷阱，解决转移过程中的各种问题，实现农村剩余劳动力的有效良性转移， 关系到中国经济改革与社会稳定的大局。青海省化隆县是一个以回族和藏族人口为主的国家扶贫开发重点县，从 20世纪 80 年代初，韩录、马福海等人南下厦门开起牛肉拉面馆，逐渐形成了富有 特色的“拉面经济”发展模式，已经产生了巨大的经济和社会效益，并为化隆 县解决农村剩余劳动力转移做出了积极贡献。然而另一方面，目前化隆县在将 “拉面经济”与农村剩余劳动力转移的有效结合方面，还没有探索出一条明确 的道路出来，从而将“拉面经济”作为解决化隆县农村剩余劳动力转移问题的 有效机制进行系统规划。因此，如何在进一步发展化隆县“拉面经济”的基础 上，将“拉面经济”与农村剩余劳动力转移有机结合起来，从而使得“拉面经 济”为解决其他地区农村剩余劳动力转移起到示范性效应而做出更大贡献，就 成为未来化隆县发展拉面经济与解决农村剩余劳动力问题的重要课题。本文在分析民族地区特色经济与农村剩余劳动力转移的基础上，对化隆县 的拉面经济发展背景、发展历程以及发展成就进行了系统评估，并对化隆县拉 面经济对化隆县经济社会发展和农村剩余劳动力转移的影响及成就进行了系统 分析；在此基础上，对化隆县拉面经济发展对解决农村剩余劳动力的启示进行 了分析，从而为新的历史条件下我国少数民族地区农村剩余劳动力转移的战略 结合与战略发展，提供了重要的理论基础和实践指导。因此，本文的研究，无 论是在理论上，还是在实践上，都具有一定的意义和价值。关键词：青海化隆；拉面经济；农村剩余劳动力转移；启示AbstractThe transfer of rural-surplus-labor is the common problem which every country encounters in economic and social development. Economic development in China is at a critical position in transition, while in the process of rural-surplus-labor transfer; it generated a number of specific problems in such a rigid system. During the transfer, the migrant workers are approaching the relative impoverishment and social marginalization. To help the migrant workers and solve various problems and achieve an effective sound of rural-surplus-labor transfer is related to China’s economic reform and society stability.Qinghai Hualong County is a national poverty-reduction-developing focused county, based on population of Hui ethnic.
