摘 要本文从我国近几年在政府信息公开中发生的案例出发，首先对我国近几年政府 信息公开中发生的案例进行分析，从而找出我国政府信息公开保密审查制度中存在的 问题。其次，再对国外政府信息公开研究和实践都较成熟的经验进行分析、总结，从 中得出对我国完善政府信息公开保密审查制度具有借鉴意义的经验。最后结合国外先 进的经验和我国政府信息公开保密审查工作的现状，提出完善保密审查制度的几点建 议，主要包括：完善政府信息公开保密审查制度的原则（最大限度公开原则、利益平 衡原则、可分割性原则等）；制定保密审查制度，落实责任制；规范保密审查程序， 实行三级审查；明确秘密范围，规范定密工作；建立健全保密审查监督机制；完善保 密审查救济制度等。本文在研究方法上采用文献资料法、比较研究方法、案例研究方法相结合，对 政府信息公开保密审查制度进行分析、研究，对完善我国政府信息公开保密审查制度 提出建议。本文共分六章。第一章是绪论，主要阐述了选题背景、研究目的和意义， 梳理了国内外研究综述，提出了论文的研究思路和创新点；第二章是政府信息公开保 密审查制度相关概念及理论，为论文写作奠定了理论基础；第三章是分析我国政府信 息公开保密审查制度实施中存在的问题及原因，指出政府信息公开保密审查制度缺 失、政府信息公开保密审查程序不完善、政府信息公开保密审查标准不明确是最为主 要的几个突出问题；第四章是国外政府信息公开保密审查的经验借鉴，选取了美国和 日本加以分析；第五章是对完善我国政府信息公开保密审查制度提出意见、建议；第 六章是对全文进行总结并作出研究展望。关键词：政府信息；信息公开；信息保密；保密审查制度AbstractAbstractBased on cases of government information disclosure arisen out in recent years in China, the paper begins with the analysis of these cases to find out existing problems of confidential censorship system of government information disclosure in China. Then, by analyzing and summarizing relatively mature theoretical and practical experience in government information disclosure in foreign countries, the paper finds out the instructive experience to perfect Chinese security review system in government information disclosure. Finally, in combination with advanced foreign experience and the status quo on security review system of government information disclosure in China, the paper gives several suggestions on improving the security review system, which mainly include improving principles of the security review system of government information disclosure (principles of largest-extent information disclosure, balance of interests and severability); Formulating security review system and implementing responsibility system; standardizing security review procedures and the implementing three-level reviews; clearing secret scope and specification work; establishing and improving security review monitoring system; improving the security review relief system.With the combined applica
