企业能源审计评价指标与体系研究 摘要 目前，我国企业在能源使用上，基本沿袭着以消耗大量资源为特征的传统 发展模式。这种模式下，能源利用效率低下，能源浪费现象非常严重，企业的 生产成本增加。这不仅不利于企业绩效的提高和企业的发展，而且破坏了环境， 危害了国家经济的可持续发展。在当前，迫切需要完善现有企业能耗评价体系， 从而更全面地管理和规范企业能耗状况，督促企业完成节能减排，实现社会可 持续发展战略。 本文以现有企业能源审计评价体系为基础，该体系是由本市企业能源审计 报告和深度要求而建立起来的。从体系指标在实际使用中存在的问题出发，提 出三个问题:单一指标判断与比较企业能耗是否合理?企业执行统一的节能目 标是否合理?能源计量管理要求是否合理?利用实例说明在企业能耗评价指标 的实际使用中应该考虑企业的个性特征的观点，建议完善现有企业能源审计评 价指标的使用。并从体系本身出发，建议从四个方面完善现有企业能源审计评 价体系。 本课题的有两方面的研究意义:一方面使企业更加适应现有企业能源审计 评价指标，从理论和方法上引导企业自觉将节能减排落到实处。另一方面也有 助于政府全面了解企业能源消耗的具体实际，为制定节能减排方针政策提供依 据。 全文是以笔者在半年时间内所参与的本市7家重点用能企业能源审计调研 工作为基础，深入分析现场调研中所获得的企业能源使用数据，结合企业能耗 评价中的实际经验和企业能源审计的相关理论而完成的。 关键词:企业，能源审计，评价体系，问题，建议 Abstract At present, our factories basically follow the traditional way in energy consumption, which mean huge of resources being consumed. The traditional way causes low efficiency of energy consumption and huge waste of energy, and also raising the production cost of enterprises. It not only jeopardizes the performance and development of enterprises but also damages the environment as well as the sustainable development of the whole country. Currently, it is urgent to improve the existing evaluation system in enterprise energy consumption so that the enterprises energy consuming will be standardized, energy-saving and emission-reduction will be supervised, and the sustainable development strategy of the whole society will be achieved. This article is based on the existing enterprises energy assessment system, which is established from the content and detailed requirements of the local energy audit report. The article starts from three problems about the practical use of the index in the existing system. Is it reasonable to judge and compare the enterprises in energy use by single index? Is it reasonable to make every enterprise reach the same target? Is the requirement of energy measuring equipments management fit for all enterprises?
