中国石油安全及应对策略 姓名 ( 大学, 710049 , 西安) 摘要:随着工业革命的发展,人类文明的进步,能源的需求与安全已经成为了一个与人们日常生活息息相关的一个话题。作为世界第一人口大国，我国的能源需求更为庞大，因此能源安全是实现我国经济可持续稳定发展的基石。能源安全，尤其是石油安全一直是我国国民经济发展的热点和难点。在分析我国能源安全当前面临的国际和国内形势以及存在的主要问题后，针对这一问题提出了相应的对策和建议。要发展国内石油生产，全方位利用国外石油资源，分散进口渠道，进口与“走出去”并举，通过运输多样化及石油管网构架，降低原油进口来源过于单一的风险，大力发展节能产品，降低能耗。同时根据中国的国情，分时机、分阶段地进行适量储备，建立国家石油储备体系，以稳定供求关系，平抑油价，应对突发事件，保障国民经济的安全运行，保障国家的安全。 关键词：石油安全；应对策略；资源；能源储备 中图分类号：TK01﹢8 文献标识码：A 文章编号 China’s oil security and coping strategies Guo Bo (Telecommunication Institute, Xian Jiaotong University, Xi′an 710049 , China) Abstract: With the development of the industrial revolution, the progress of human civilization, the demand for energy and security has become a peoples daily lives and a topic. As the worlds most populous country, Chinas energy demand even more huge, so energy security is to achieve sustainable and stable development of Chinas economic cornerstone. Energy security, especially oil security has long been the hot and difficult national economic development. The analysis of the energy security facing the international and domestic situation and main problems, to solve this problem put forward the corresponding countermeasures and suggestions. To develop domestic oil production, full use of foreign oil resources, scattered import channels, import and going outsimultaneously, through diversification and oil pipeline network transport architecture, too single source of crude oil imports decreased risk, and vigorously develop energy-saving products, lower Energy consumption. Meanwhile according to Chinas national conditions, sub-time amount of reserves carried out in stages, the establishment of national oil reserve system to stabilize supply and demand, to stabilize oil prices, to respond to emergencies to ensure the safe operation of the national economy, protect national security.
