造价咨询企业参与建设项目全过程造价管理探讨 　　 摘要 ：建设项目全过程造价管理是一种全新的建设项目造价管理范式，它是一种用来确定和控制建设项目造价的方法，强调建设项目是一个过程，建设项目造价的确定与控制也是一个过程，是一个项目造价决策和实施的过程。从项目可行性研究开始，经方案优选，初步设计，施工图设计，组织施工，竣工验收直至项目试运行投产，乃至建设项目的竣工验收以及后评价，在整个项目建设周期的全过程中，都要进行工程造价控制和管理。它要求整个建设项目的全过程造价管理须由一个单位负责，而业主方通常会通过和造价咨询企业建立委托代理关系，通过工程造价咨询企业来进行全过程造价管理。而工程造价咨询单位作为中介职能机构，如何参与工程建设领域的管理，充分发挥咨询单位的优势，真正实现对建设项目从立项开始的整个建设过程的动态管理与控制，成为了造价咨询机构面临的新课题。 　　关键词：建设项目；工程造价咨询；造价管理 　　Abstract: the whole process cost management of construction project is a new construction project cost management paradigm, it is a method used to determine and control method of construction project cost, emphasizing the construction project is a process, the construction project cost determination and control is a process, is a process of decision-making and implementation of project cost.
