Abstract China always be regarded as lager gap between urban and rural,what’s more,the gap between them seems be more and more deteriorate with the development of economics.It has seriously affected the hamony and sustainability of our country’s development.In this paper,in the contect of fisical decentralization,from the point of government behavior,we try to proviod some theretical researchs and empirical studies about the reason of this disparity. China’s highly centralized political system and relatively decentralized financial system,make local government hold some fisical power at the same time face the performance competition.so it is had to avoid government taking use of financial power for the purpose of personal promotion.resulting in the tendency of Urban-Biased Polices. With 23 provinces、four municipalities and two autonomous regions ，from 1978 to 2006 data，do some empirical rearch,to find the fator of the income gap between urban and rural areas.it also found that the tendency of urban-Biased.This tendeny have negative affects on the income gap between urban and rural areas. Base on the empirical conclusions,we do some further analysis about our fiscal decentralization and try to proviod some constructive comments.since 1958,our fiscal decentralization has gone through the process of frequent reform.when we in the process of explore china’s development road—feeling the stones across the rever, this Non-standardized fiscal decentralization provide power and opportunities to the entrance of the market economy.however such non-standardized system cause the uncertainty responsibilities between local and central government,give rise to corruption and short-utilitarian.so when we have a basic direction and common understanding about market economy,this non-standardized fiscal decentralization will be a resistance.
